Ah, the one line (or variants of) that appears so often in cop dramas and other moral issue films. Heard it once, never want to hear it again. Sticks out? Sure does. Why wouldn't it with a box of crayons over on the side just wanting to mix it in and play on that board. Won't play in Gotham City though. That's where Batman calls the shots. And if colour is out, colour is out.

Clear as yellow snow and with no colour in it, it's just like a movie about a cop with metal plate in his head and Billy Madison to blame. Or, like a black and white comic, with grey tones to mark out not so white and not so black areas.
Batman works in black and white. Crushing the hopes and hearts of criminals is all the colour he needs in his life. (And maybe a young teen bounching about alongside in brightly coloured clothes for good measure.)

Fathom, spends much time in the water. Especially considering that she's a Blue/Black and her homeworld is under the surface we all like to stomp and call the earth.
Her attire, naturally, befits the wear of any one who takes to the waters, a bikini wouldn't drag as much as long sleeves and pants. In Aspen's case, it's a natural wardrobe choice for her setting. But she's not the only heroine to get about in a bikini.
Sheena, Queen of the Jungle - it's hot, it's sticky, it's the jungle. Bikini-clad wear is as modest as it gets, and quite the sensible choice. That is until the mozzies and gnats and all manner of biters start latching onto the bare skin.
Shanna the She-Devil - same deal as Sheena, only with slightly different pronunciation. However, a re-imagined mature version would suggest bikini type wear being overkill.
Tigra - Avengers member and leopard print all over. "No Fur!" campaign from PETA might bring her more than naked, it's what they call prep for the table of meat-eaters.
Red Sonja - clearly fighting a hundred battles in chain-mail is one thing. That the outfit styled is a bikini, curiouser and curiouser at the open areas prone to slash attacks. Makes for quick swings and swipes however.
